Who we are

The Europäisch Amerikanis­cher Sicher­heits-Work­shop gemein­nützige GmbH (EASW gGmbH) is a Ger­man non-prof­it orga­ni­za­tion locat­ed in Wurzen, near Leipzig. The EASW seeks to pro­mote Euro-Atlantic secu­ri­ty and coop­er­a­tion, and has the ambi­tion to serve as a high-lev­el forum for mem­bers of the Ger­man polit­i­cal, mil­i­tary and intel­lec­tu­al com­mu­ni­ties who share these geopo­lit­i­cal val­ues and ideas to meet with their Amer­i­can coun­ter­parts and dis­cuss the strength­en­ing of sta­bil­i­ty and secu­ri­ty in the Euro-Atlantic space, the increased role of Ger­many in the con­text of the “Zeit­en­wende”, and the con­tin­u­a­tion of unwa­ver­ing West­ern sup­port for Ukraine.

Phillip Kar­ber is a mem­ber of the Board of Direc­tors & Pres­i­dent of The Potomac Foun­da­tion. He became TPF’s third Pres­i­dent in 2012 after help­ing found the orga­ni­za­tion & serv­ing as a Senior Fel­low since TPF’s incep­tion in 1988.

A for­mer U.S. Marine, Kar­ber was brought to Wash­ing­ton, DC, in 1968 by ADM Arleigh Burke to serve as staff to a rank­ing mem­ber of the Con­gres­sion­al Joint Com­mit­tee on Atom­ic Ener­gy; in the 1970s he was select­ed by Andrew Mar­shall to serve as Direc­tor, Nation­al Secu­ri­ty Study Mem­o­ran­dum NSSM 168, the Nation­al Secu­ri­ty Coun­cil com­mis­sioned assess­ment of the gen­er­al pur­pose forces mil­i­tary bal­ance between the US-USSR / NATO-War­saw Pact.

In 1981, the Sec­re­tary of Defense select­ed Kar­ber as found­ing Direc­tor of the DoD Strate­gic Con­cepts Devel­op­ment Cen­ter, serv­ing as “Strat­e­gy Advi­sor” to SecDef & Chair­man, Joint Chiefs of Staff. In that capac­i­ty he orga­nized & ran the famous “Proud Prophet” exer­cise, the first & only sim­u­la­tion of US war plans in which both SecDef & CJCS made the deci­sions. Lat­er he con­duct­ed sev­er­al projects for the high­est lev­els of the US Gov­ern­ment, and served as an Advi­sor to British Prime Min­is­ter Mar­gret Thatch­er & NATO Sec­re­tary Gen­er­al Man­fred Worner.

In pri­vate indus­try Kar­ber was BDM Corporation’s VP respon­si­ble for inter­na­tion­al busi­ness in 22 coun­tries; was on the Board & served as head of the Audit Com­mit­tee, for Weir­ton Steel; as well as an Exec­tu­tive with Ford Motor where he ran the Cen­ter for Tech­nol­o­gy & Pub­lic Pol­i­cy.

Between 1997–2004 Kar­ber served as Chair­man of the Board of JFK Inter­na­tion­al Air Ter­mi­nal at Kennedy Air­port. He has lec­tured at the lead­ing Uni­ver­si­ties & Mil­i­tary Acad­e­mies around the world & between 1978–2018 taught nation­al secu­ri­ty & inter­na­tion­al law at George­town Uni­ver­si­ty.

Kar­ber received his BA from Pep­per­dine Col­lege and PhD in Inter­na­tion­al Law from George­town Uni­ver­si­ty, as well as cer­tifi­cates from Har­vard’s John F. Kennedy School of Gov­ern­ment, the Whar­ton Busi­ness School, and the Har­vard Busi­ness School.

Mr. Peter T. Halpin I Managing Director

Pete Halpin is Man­ag­ing Direc­tor of EASW gGmbH and Chair­man of The Potomac Foun­da­tion (TPF), hav­ing par­tic­i­pat­ed in TPF for over 30 years, most recent­ly as Senior Coun­selor.
He is Chief Exec­u­tive Offi­cer and Chair­man of the Board of the World Resources Com­pa­ny (WRC), which he co-found­ed in 1975. WRC spe­cial­izes in the devel­op­ment and imple­men­ta­tion of recy­cling tech­nolo­gies and pro­vides indus­tri­al ser­vices for over 1,500 man­u­fac­tur­ers in over 36 coun­tries. He is also co-founder and Chair­man of the Board of WRC World Resources Com­pa­ny GmbH (Europe) and WRC Pacif­ic Ltd. (Tai­wan).
He is a mem­ber of the Board of Direc­tors of the Nation­al Min­ing Asso­ci­a­tion (NMA), the voice of the USA min­ing indus­try.
He holds a Bach­e­lor of Arts (cum laude) from Har­vard Uni­ver­si­ty.

Michael Zim­mer is Man­ag­ing Direc­tor of EASW gGmbH and WRC World Resources Com­pa­ny GmbH.

He grad­u­at­ed from Hochschule Merse­burg – a uni­ver­si­ty of applied sci­ences – as Diplom-Kauf­mann (FH) – a busi­ness degree in 2005.

He worked for years as Con­troller, Head of Con­trol­ling and Head of Finances and Con­trol­ling in sev­er­al com­pa­nies.

Mr. Mark Voyger is the Direc­tor of the Master’s Pro­gram in Glob­al Man­age­ment and Asso­ciate Pro­fes­sor at Amer­i­can Uni­ver­si­ty Kyiv. He holds a Mas­ter of Arts in Law and Diplo­ma­cy degree from the Fletch­er School of Law and Diplo­ma­cy at Tufts Uni­ver­si­ty with a focus on Rus­sia-NATO rela­tions, and a Mas­ter of Pub­lic Admin­is­tra­tion degree from Har­vard Uni­ver­si­ty’s Kennedy School of Gov­ern­ment. Mr. Voyger is flu­ent in Russ­ian, Ukrain­ian, Bul­gar­i­an, Ara­bic, Turk­ish, French, Span­ish and Ital­ian. His areas of aca­d­e­m­ic and pro­fes­sion­al exper­tise include East­ern Euro­pean, Balkan and Mid­dle East­ern pol­i­tics and secu­ri­ty issues, Russ­ian for­eign and secu­ri­ty pol­i­cy, Russ­ian mil­i­tary strate­gies and doc­trine, hybrid war­fare, as well as trans-nation­al Islamist ide­olo­gies and move­ments.
