Who we are
The Europäisch Amerikanischer Sicherheits-Workshop gemeinnützige GmbH (EASW gGmbH) is a German non-profit organization located in Wurzen, near Leipzig. The EASW seeks to promote Euro-Atlantic security and cooperation, and has the ambition to serve as a high-level forum for members of the German political, military and intellectual communities who share these geopolitical values and ideas to meet with their American counterparts and discuss the strengthening of stability and security in the Euro-Atlantic space, the increased role of Germany in the context of the “Zeitenwende”, and the continuation of unwavering Western support for Ukraine.
Dr. Phillip Karber I President of the Potomac Foundation
Phillip Karber is a member of the Board of Directors & President of The Potomac Foundation. He became TPF’s third President in 2012 after helping found the organization & serving as a Senior Fellow since TPF’s inception in 1988.
A former U.S. Marine, Karber was brought to Washington, DC, in 1968 by ADM Arleigh Burke to serve as staff to a ranking member of the Congressional Joint Committee on Atomic Energy; in the 1970s he was selected by Andrew Marshall to serve as Director, National Security Study Memorandum NSSM 168, the National Security Council commissioned assessment of the general purpose forces military balance between the US-USSR / NATO-Warsaw Pact.
In 1981, the Secretary of Defense selected Karber as founding Director of the DoD Strategic Concepts Development Center, serving as “Strategy Advisor” to SecDef & Chairman, Joint Chiefs of Staff. In that capacity he organized & ran the famous “Proud Prophet” exercise, the first & only simulation of US war plans in which both SecDef & CJCS made the decisions. Later he conducted several projects for the highest levels of the US Government, and served as an Advisor to British Prime Minister Margret Thatcher & NATO Secretary General Manfred Worner.
In private industry Karber was BDM Corporation’s VP responsible for international business in 22 countries; was on the Board & served as head of the Audit Committee, for Weirton Steel; as well as an Exectutive with Ford Motor where he ran the Center for Technology & Public Policy.
Between 1997–2004 Karber served as Chairman of the Board of JFK International Air Terminal at Kennedy Airport. He has lectured at the leading Universities & Military Academies around the world & between 1978–2018 taught national security & international law at Georgetown University.
Karber received his BA from Pepperdine College and PhD in International Law from Georgetown University, as well as certificates from Harvard’s John F. Kennedy School of Government, the Wharton Business School, and the Harvard Business School.
Mr. Peter T. Halpin I Managing Director
Pete Halpin is Managing Director of EASW gGmbH and Chairman of The Potomac Foundation (TPF), having participated in TPF for over 30 years, most recently as Senior Counselor.
He is Chief Executive Officer and Chairman of the Board of the World Resources Company (WRC), which he co-founded in 1975. WRC specializes in the development and implementation of recycling technologies and provides industrial services for over 1,500 manufacturers in over 36 countries. He is also co-founder and Chairman of the Board of WRC World Resources Company GmbH (Europe) and WRC Pacific Ltd. (Taiwan).
He is a member of the Board of Directors of the National Mining Association (NMA), the voice of the USA mining industry.
He holds a Bachelor of Arts (cum laude) from Harvard University.

Michael Zimmer is Managing Director of EASW gGmbH and WRC World Resources Company GmbH.
He graduated from Hochschule Merseburg – a university of applied sciences – as Diplom-Kaufmann (FH) – a business degree in 2005.
He worked for years as Controller, Head of Controlling and Head of Finances and Controlling in several companies.

Mr. Mark Voyger is the Director of the Master’s Program in Global Management and Associate Professor at American University Kyiv. He holds a Master of Arts in Law and Diplomacy degree from the Fletcher School of Law and Diplomacy at Tufts University with a focus on Russia-NATO relations, and a Master of Public Administration degree from Harvard University’s Kennedy School of Government. Mr. Voyger is fluent in Russian, Ukrainian, Bulgarian, Arabic, Turkish, French, Spanish and Italian. His areas of academic and professional expertise include Eastern European, Balkan and Middle Eastern politics and security issues, Russian foreign and security policy, Russian military strategies and doctrine, hybrid warfare, as well as trans-national Islamist ideologies and movements.
